    negative. 我一同事被人盗用了信用卡，在美国一个网络上购物， 结果月末收到bank statement 发现有问题， 和bank argue了长达1个多月 ，最后还是要不回来，只好放弃。

    only if the money still in bank's control i guess.
it is not possible for bank to chase money which is already in others' hands.
Bank wont spend that kind energy on doing that for a particular customer.
it is customer's responsibility to take care of their credit cards
it is understandable

    银行是没有权利要回来，但是信用卡机构是可以的
